@Shawn Marie
I've never participated officially, but if I remember right, I think you're supposed to mail @Tormato some sort of bubble mailer with stuff in it. Follow the link that pondgardener provided and look for information on that forum (probably under Q & A and/or requirements).

@MissS might have something helpful to say.

If you're wondering why I haven't participated officially, it's because I'm more of a standard letter-style envelope with added padding sort of seed mailer (I get anxiety/overwhelm about other stuff; I don't drive and I don't go to the post office much, and we can't mail those from our mailbox). If you're wondering how maybe I've unofficially participated, Tormato kindly sent me a bunch of seeds once (in 2016) that I'm guessing were from the swap or something. :) I'm still working through those.

I still do plenty of letters, a single 1st class stamp, into the mailbox stuff, especially for foreign mailings (a Global Forever stamp, here).

About 40 varieties of tomatoes, peppers or other very small seeds can fit in one envelope. I generally have no room for extra padding. An envelope needs to be under 1 ounce, under 1/4 inch thick and flexible enough to go through the PO's high speed rollers.

I use thin card stock, taping seed packs so that seeds are not near the top and bottom (so that they don't get crushed by those rollers), and another card stock taped over the packs. It is much like taping seeds packs inside of a greeting card.

I was talking about for me mailing seeds to you, as far as the regular letters go. We can receive big envelopes, packages and stuff here. Is that what you mean?

Either of us mailing to each other. The seeds that I last sent to you will be at as least 9 years old, by spring.
